The Premier's particularly significant tilt on the UK's post-Brexit ties to the bloc recently was intended to signal to the business community, to Brussels, and to other European capitals, as well as his own backbenchers.

A New Process for Relations

Closer after-Brexit trade links are currently anticipated to be examined as through an annual process of government-to-government discussions as opposed to just at the current year's formal review of the UK-EU deal.

This represented the official answer to political questions regarding a more ambitious post-Brexit overhaul that involved rejoining the customs union.

Internal Pressure

Several backbenchers, labor representatives and government figures have added their voices to proposals crystallised by a vote last year that culminated in a non-binding vote.

Instead of the common external tariff, his emphasis is on building a "stronger bond" with the internal market, which would preclude tearing up those international pacts elsewhere.

When the UK formally left the EU in the start of 2021, the negotiated settlement stressed freedom from EU standards rather than barrier-free exports for British exporters in EU nations.

The ongoing new approach envisages realigning with EU regulations in three key areas to help the easier passage of trade: agri-food goods, electricity, and carbon trading.

Business Demands

A prominent industry organisation last month released a detailed set of new proposals in other sectors to aid exporters overcome new bureaucratic hurdles that has hit the goods trade.

Its member poll indicated that a large proportion of companies surveyed felt that the existing agreement was failing to support business expansion.

A range of additional sectors could, potentially, see a comparable strategy – convergence with internal market standards – in as a trade-off for minimising post-exit friction across industry, in automotive, chemicals, or for example in arrangements for VAT.

Continental Response

EU governments were disappointed by the lack of ambition in the previous recalibration, specifically the London's refusal of ideas put forward by some analysts regarding the simplified access of UK products to the internal market.

The precise arrangements on electricity and agri-food rules is yet to be settled. A plan for UK manufacturers to be involved in a €150bn security initiative has stalled over the size of the membership fee, after some objections from France. Canada has joined the initiative.

Geopolitical Environment

The UK has agreed a deal to return to a university exchange programme and to continue talks on a youth jobs scheme. This has facilitated progress for ongoing dialogue.

Analysts close to government say that the recent publication of a Washington policy paper has also changed the context on UK ties to the EU.

The document noted that the US would "encourage pushback" to the EU's present path and commended the "rising power" of patriotic European parties.

Within the administration, there is some recognition that the rapidly changing world has changed again.

Home Considerations

At home, the governing party also expects being challenged on EU relations not just one political rival, but potentially others, which is campaigning in its stronghold regions in local votes.
